Error: User does not have permission to perform Copy to File (257,306)

Using Data Migration Workbench in Phire to produce a data set, got the above error. Is it referring to the Phire super-user or the individual using DMW?

This is definitely referring to the PeopleSoft user configured in the Phire database setup page (Phire > Admin > Domain Setup Wizard, page 8). This is probably what you’re referring to as the “Phire super-user”, and it’s what is used to log into the target database to perform the action. That user is likely missing the “Dataset Administrator” role or something similar to provide DMW permissions.

is it likely missing the role in the phire environment or in the target database?

Yes, it’s referring to a permission issue in the target database – whatever database was selected on the prompt page to run against. The user profile in question is named in that database setup page in the Phire database.
